The Dow Jones Industrial Average, the Nasdaq and the S&P 500 closed above opening bell levels for the second day in a row, buoyed in part by the Federal Reserve's announcement that it would hold short-term benchmark interest rates at 2 percent. "The S&P 500 added 34.12, or 2.7 percent, to 1,283.13 at 3:51 p.m. in New York. The Dow Jones Industrial Average rallied 326.49, or 2.9 percent, to 11,610.64. The Nasdaq Composite Index jumped 63.51 to 2,349.07. Nine stocks advanced for every two that fell on the New York Stock Exchange," writes Bloomberg.
